One linear pass over a document's markup, before any schema parser sees it: no document type declaration, no deeper than
, and the locations it refers to. A document that is not well-formed is left for the schema parser to report, with its own message and position.

Where the catalog says the document is read from; the URI itself when it says nothing.
#Resolve(Uri,String)
The document a reference names: the catalog is asked about the location as it is written, then about the absolute URI it resolves to against
. Used for reading the closure and again by the schema compiler, so the two agree.
